Public Notice of Invitation To Bid: Lenox-Whitney Bridges Replacement

The Town of Washington, acting through its Highway Department, invites sealed bids from contractors approved by the MA Dept. of Transportation for the Lenox-Whitney Bridges replacement project. The work includes the superstructure replacement of bridges W-09-018 (New Lenox Rd. over Mill Brook) and W-09-019 (Whitney Place Rd. over Roaring Brook).  Demolition of the existing structure for bridge W-09-018 includes removing the existing timber beams, existing timber deck planks, and temporary road steel plates. Demolition of the existing structure for bridge W-09-019 includes removing the existing steel railroad beams and existing timber deck planks. All applicable federal, state, and local laws, regulations and rules shall be observed.

A Bid Proposal Package for this project, which contains detailed specifications, bid form and other pertinent information, is available electronically after 8:00am on March 22, 2023, by email request to: clewis@berkshireplanning.org

A pre-bid zoom meeting will be held on Wednesday, April 12, 2023, at 2:00 PM.

Sealed bids are due at The Town of Washington Town Hall by 7:30 PM on Monday, May 1, 2023, at which time they will be publicly opened and read aloud. MassDOT prequalification of contractors with the class of work as Bridge Construction and Demolition for the project with an estimated value of $295,379 will be required.

The work under this contract shall be subject to the provisions of Chapter 30, Section 39M of the Massachusetts General Laws. Wages are subject to Massachusetts’s minimum wage rates as required by M.G.L. Chapter 149, Sections 26 to 27D, inclusive. All applicable federal, state, and local laws, regulations and rules shall be observed.

The Town of Washington reserves the right to accept or reject any and all bids, in whole or in part, to waive any informality in the bids received, and to accept the bid deemed to be most favorable to the best interest of the Town. Minority and woman-owned businesses are encouraged to submit bids.  All bids will receive consideration without regard to race, color, religion, national origin, sex, age, sexual orientation, or disability.  The Town of Washington is an Affirmative Action/Equal Opportunity Employer. The bidder agrees that its bid shall be good and not withdrawn for a period of thirty (30) days, Saturdays, Sundays, and legal holidays excluded, after the date of opening the bids.

Addendum #1 – April 14, 2023

  • The bid package issued on March 22, 2023 was missing the unit price bid forms. Attached to this addendum is a fillable excel workbook with two tabs for each bridge. Please fill out the sheets accordingly and submit with your sealed bid.
  • Washington Town Hall is only open on Mondays and Wednesdays 11AM – 1PM and Monday nights 6PM – 9PM for physical drop off of the bids.
  • Attached to this addendum are two negative determinations for the two bridges signed by the Washington Conservation Commission – no further permitting is required.
  • A question relative to the glue-lam specification was asked at the pre- conference held on April 12, 2023:
    Is there a certain manufacturer that the glue-lam should be procured from?
    Answer: The glue-lam spec is not specific to any particular company.
