Public Notice of Invitation To Bid: Upper Valley Road Pavement Resurfacing

The Town of Washington, acting through its Highway Department, invites sealed bids from contractors for the Washington Pavement Resurfacing and Related Work project. The work to be performed will be shimming and overlaying with hot mix asphalt 5,100 feet of Upper Valley Road from Washington State Road (Route 8) to Summit Hill Road.

A Bid Proposal Package for this project, which contains detailed specifications, bid form, and other pertinent information is available electronically starting Wednesday, March 29, 2023 @ 2:00pm by email request with company name, address and phone # included to: mmessana@foresightland.com.

Sealed bids are due at the Washington Town Hall, 8 Summit Hill Road, Washington, MA 01223 by 7:45 PM on Monday, May 1, 2023 at which time they will be publicly opened and read aloud.

Only prospective bidders who are prequalified for this project by MassDOT will be entitled to bid on this project. The estimated project value to be included on the pre-qualification form is $324,395.00.

The work under this contract shall be subject to the provisions of Chapter 30, Section 39M of the Massachusetts General Laws. Wages are subject to Massachusetts’s minimum wage rates as required by M.G.L. Chapter 149. All applicable federal, state and local laws, regulations and rules shall be observed.

The Town of Washington reserves the right to accept or reject any and all bids, in whole or in part, to waive any informality in the bids received, and to accept the bid deemed to be most favorable to the best interest of the Town. The bidder agrees that its bid shall be good and not withdrawn for a period of thirty (30) days, Saturdays, Sundays, and legal holidays excluded, after the date of opening the bids.

Addendum #1 – April 4, 2023

1. The MassDOT Prequalification Office has classified this project in the Class of Work of Pavement – Surfacing and the Project Value of $308,995.00. Contractors who are not prequalified in the project’s Class of Work and/or Project Value must contact the MassDOT Prequalification Office if they wish to submit a bid: prequal.r109@dot.state.ma.us
2. The pre-bid meeting location is changed to the intersection of Upper Valley Road and Summit Hill Road. The pre-bid Meeting date and time remains on Tuesday, April 18th, 2023 at 2:00 PM.
3. Sealed bids may be hand-delivered to the Town Hall to the Select Board Administrative Assistant between the hours of 11:00am and 1:00pm on Mondays and Wednesdays, and Monday evenings between the hours of 6:00pm and 9:00pm. Bids must be received by the time of the bid opening.
4. The date and time of the bid opening remains on Monday, May 1st, 2023 at 7:45 PM at Washington Town Hall, 8 Summit Hill Road, Washington, MA 01223.
